คนขอทาน/ผู้แสดงความสามารถ
ตามพระราชบัญญัติควบคุมการขอทาน พ.ศ. 2559 บุคคลที่กระทำการขอทานและผู้แสดงความสามารถ
คนไร้ที่พึ่ง
ตามพระราชบัญญัติการคุ้มครองคนไร้ที่พึ่ง พ.ศ. 2557 บุคคลทซึ่งไร้ที่อยู่อาศัยและไม่มีรายได้เพียงพอแก่การยังชีพ
กลุ่มผู้ประสบปัญหาทางสังคม
ผู้ตกอยู่ในสภาวะยากลำบากและไม่อาจพึ่งพาบุคคลอื่นได้ ผู้มีรายได้น้อย ผู้ที่ได้รับผลกระทบจากการติดเชื้อเอดส์ และขาดเงินทุนประกอบอาชีพ ตลอดจนกลุ่มเสี่ยงที่จะเข้าสู่กระบวนการเป็นคนไร้ที่พึ่งและขอทาน
